It is possible to toggle the visibility of Design Instruction component balloons ON/OFF when designing PCBs.

Toggling Visibility of Balloons on Design Instruction Components
The following will explain how to toggle visibility of balloons on design instruction components.
(1) From the PCB screen,
select [Display]
=> [Balloon on Design Instruction].
*Shortcut: Shift + B

=>The visibility of the balloons will be toggled.
